    This page has been updated according to the revised terms of the LogisVert – Efficient Housing program (in particular the update which came into effect on November 26, 2025 ).

    Important update (absolutely essential to remember)

    • As of November 26, 2025, all installed heat pumps must be ENERGY STAR® certified to be eligible for financial assistance.
    • Installations carried out before November 26, 2025 are analyzed according to the list of devices in force at the time of installation (the rules applied are not the same).

    Hydro-Québec's LogisVert program aims to encourage the adoption of energy efficiency measures, including the installation of an efficient heat pump (including some very high efficiency heat pumps), in order to reduce energy consumption while improving residential comfort.

  • Eligibility

    Eligible person

    • For the heat pump measure, the person making the application must be the owner of the eligible dwelling.
    • (Note: the LogisVert program also includes certain measures accessible to tenants — for example for certain household appliances — but heat pumps are treated as a measure where the installation and application must generally be made by the landlord .)

    Eligible dwelling

    The dwelling must be:

    • located in Quebec ;
    • habitable year-round ;
    • powered by electricity from the Hydro-Québec network , an autonomous network , or a municipal/cooperative network ;

    of type:

    • house (single-family, semi-detached, row house, mobile home, cottage)
    • condo
    • multiplex
    • residential building with 19 units or less
    • apartment in a building with 20 or more units (with separate meter), provided that the measures are put in place in the unit by the owner (work in common areas is not eligible for LogisVert).

    Not eligible: any detached building/accessory not permanently attached to the house (e.g. shed, detached garage, outbuilding, greenhouse, etc.).

  • Efficient heat pump (including very high efficiency models)

    Acceptable measurement: accepted system types

    The complete system per dwelling can consist of:

    • of a split (central) air-to-air heat pump : 1 indoor unit + 1 outdoor unit , or
    • of a mini-split (wall-mounted) air-to-air heat pump : 1 or more indoor units + 1 outdoor unit .

    Mandatory conditions (complete system)

    To be eligible, the system (outdoor unit + indoor units) must:

    • to be new ;
    • be ENERGY STAR® certified (mandatory for installation from November 26, 2025 );
    • include an outdoor unit with a minimum rated power of 12,000 BTU/h (in air conditioning mode);

    to have been purchased:

    • in a store in Quebec , or
    • online with a company that has an address in Quebec ;
    • be installed in an eligible dwelling whose main heating system is electric .

  • Eligible work (installation requirements)

    The work must:

    • aim for the installation of an ENERGY STAR® certified heat pump , for heating and air conditioning ;

    be carried out by a company that:

    • is registered with the Quebec Enterprise Registrar ;
    • holds the appropriate RBQ licenses according to the work;
    • is a member of the corporation in his sector of activity (when required).

    Licences (RBQ) – practical reminder

    For the installation of a wall-mounted or central heat pump, the installer must hold an RBQ license including:

    • 15.1 (Forced Air Heating Systems) OR 15.7 (Residential Ventilation) OR 15.8 (Ventilation)

      AND
    • 15.9 (Small refrigeration systems) OR 15.10 (Refrigeration)
    • Electrical work: requires subcategory 16 – Electricity .

    Turnkey service: If the contractor offers a "turnkey" service, they must hold all the required licenses, unless they hold a general contractor's license (e.g. 1.2 or 1.3 ) allowing them to subcontract to qualified contractors holding the necessary subcategories.

  • Ineligible work (heat pump)

    The following are not eligible, in particular:

    • the installation of indoor appliances (and/or the air distribution network) outside the insulation plan , therefore outside the habitable spaces (e.g. attic/loft);
    • the replacement of a single coil or a single device (indoor or outdoor);
    • the replacement of a heat pump following a breakdown covered by a warranty or insurance ;
    • the installation or replacement of a central heat pump in a dwelling with a geothermal system.

    Financial assistance (amounts)

    When all program requirements are met, financial assistance is calculated based on the capacity at -8°C :

    • $50 per 1,000 BTU/h at -8°C for the purchase and installation of an ENERGY STAR® certified heat pump

      OR
    • $120 per 1,000 BTU/h at -8°C if the heat pump is a "cold climate" type.

    Important :

    • Financial assistance is determined based on the date the heat pump was installed .
    • Financial assistance cannot exceed 100% of the cost of purchasing and installing the equipment.

  • Required documents and information (checklist)

    1) Proof of ownership

    Provide one of the following documents (electronic copy):

    • property tax statement (municipal tax bill) OR
    • first page of the deed of sale (title deed)

    Indigenous communities: provide a copy of the electricity bill in the name of the person making the request or a letter of confirmation of ownership signed by a representative of the band council.

    2) Proof of purchase and installation (full invoice)

    Electronic copy of the invoice(s) (purchase + installation). The invoice(s) must include:

    • invoice number and date
    • installation date
    • Customer name
    • installation address
    • company name
    • GST/QST numbers
    • RBQ license number of the company that performed the installation
    • Product description and eligible work
    • AHRI number or ENERGY STAR® designation/identifier
    • cost of the work

    (Good to know: the information on the invoices must demonstrate that they have been paid.)

    3) Photo

    • Clear photo of the outdoor unit's rating plate , showing the ENERGY STAR® symbol , and indicating the model number and serial number ( one photo per model ).

  • How to prepare and submit an application (steps + deadlines)

    Step 1 — Online Application

    The application is made via the logisvert.ca portal: creation of a profile, online form, uploading of supporting documents.

    Any request submitted by email or post will not be processed.

    Step 2 — Analysis and processing

    • If the application is incomplete or inadmissible, Hydro-Québec will contact the person (email/phone).
    • The stated processing time is generally 10 to 12 weeks , from the receipt of a complete application.

    Step 3 — Compliance verification (if needed)

    Hydro-Québec may request additional documents or schedule a compliance visit.

    Step 4 — Payment

    Once the application is complete and admissible, payment is initiated and sent to the correspondence address.

    Deadline for submitting the application

    • The request must be submitted no later than 9 months after the date the measure was put into place.
    • If several measures are grouped into a single application, the 9-month period starts from the first measure carried out.

  • Bonus (multiple measures)

    If you combine at least two different measures in a single application, a bonus may apply:

    • +5% on the total amount of financial assistance granted (if the measures are deemed eligible).

    Measure withdrawn: "High-efficiency heat pump + caulking work"

    • This measure was removed from the program on August 25, 2025 .
    • If the work was carried out before August 25, 2025 , an application can still be submitted according to the procedures applicable on the date of the work .
