Éconologis: free help to stay warm this winter, and the way in to a no-cost heat pump

An advisor comes to your home, seals the windows, installs door sweeps and shows you where your energy goes. Free, if your household income is under the threshold. Since October 2025 it is also the only way in to Hydro-Québec’s no-cost wall-mounted heat pump. Here is where the program stands, and where you stand.

01 · Where the program stands

Demand exploded. Here is the real status, today.

Hydro-Québec launched the no-cost heat pump for modest-income households, and Éconologis is the mandatory first step. Over 30,000 requests came in within a month, for 20,000 heat pumps on offer. Result: both doors are closed for the 2026-2027 season.

04 · The visit

What the advisor does in your home, room by room

The visit is done by an energy efficiency advisor from Expertbâtiment Services-Conseils, the only authorized organization. They assess the home with you, then do the useful light work for free. Tap the numbers.

05 · Smart habits

Where a home’s energy goes, and what the advisor will tell you to do about it

Éconologis’s personalized advice covers heating, hot water, appliances and lighting. Here are the figures and habits the Gouvernement du Québec publishes in its Soyons écoénergétiques brochure. Tap a slice of the chart.

  • Heating is a home’s biggest energy expense: it can easily top $1,000.
  • Aim for 17 °C by day when you’re out, 20 °C by day or evening at home, and 17 °C at night.
  • Don’t drop the temperature by more than three degrees: a sharp drop can cause discomfort, even humidity problems.
  • An electronic thermostat holds the temperature within 0.5 °C and can save up to 10% on heating. A mechanical one swings it by 1 to 3 °C.
  • In winter, open blinds and curtains by day to let the sun in, and close them at nightfall.

From the visit to the heat pump: who does what, for your situation

09 · The heat pump

Baseboards or heat pump: what changes at home, summer and winter

  1. Set the heat pump to a comfortable temperature, for example 20 °C.
  2. Set the baseboards lower, for example 18 °C. A 2 to 3 °C gap lets the heat pump do the main heating.
  3. Use Heating mode. Avoid Auto mode.
  4. Keep the outdoor unit clear of plants and snow.
  5. Clean the filters at the start of each season, per the manufacturer. The program guides ask for two cleanings a year.

A free program draws scammers. Test your instincts.

Six real situations. For each one: normal, or red flag?

Situation 1The phone rings: “Hello, this is the Ministère, we’re offering you an Éconologis visit.” You never asked for one.

Red flag. The Ministère does no phone or door-to-door solicitation for Éconologis.

Situation 2You registered. Expertbâtiment Services-Conseils calls to confirm your information and book the visit.

Normal. It is the only authorized organization and it contacts registered households. It will not ask for personal information by phone.

Situation 3On the phone, you are asked for your social insurance number “to confirm the file”.

Red flag. Expertbâtiment does not ask for personal information by phone. Hang up and call 1 866 266-0008.

Situation 4A salesperson knocks: “Free Hydro-Québec heat pump, sign here and we’ll install it next week.”

Red flag. Hydro-Québec does no door-to-door for LogisVert, and the no-cost heat pump must go through Éconologis.

Situation 5A contractor promises to “confirm your eligibility” or speed up your file.

12 · Frequently asked questions

The questions we hear most

Does Éconologis cost anything?

No. The visit, the advice and the light work are free. For Hydro-Québec’s heat pump, there is no charge for the unit, the installation or the visits. Only the fee for a city permit, if one is required, stays with the owner.

Registration is closed. What now?

Already registered: wait for the call from Expertbâtiment Services-Conseils, who will confirm your information and book the visit. Not registered: watch the program page on Québec.ca for the next period, or call 1 866 266-0008, Monday to Friday, 8 a.m. to 8 p.m.

I rent. Can I take part?

Yes. Éconologis accepts tenants as well as owners. For the no-cost heat pump, your landlord will have to consent to the work and provide proof of ownership.

I heat with wood, gas or oil.

Éconologis accepts every heating energy. The no-cost heat pump, however, requires main heating to come only from electric baseboards.

Which income counts?

The total before-tax income of everyone living in the home, adults and children. The threshold depends on how many people live together: from $59,076 for one person to $144,705 for six or more.

I took part four years ago.

Not yet at the same home: it takes five years. If you moved, three years is enough for the new home.

Do the free electronic thermostats still exist?

The official Éconologis page no longer mentions them. Hydro-Québec now installs smart thermostats at no cost, through its Hilo service, when a heat pump cannot be installed. Its guide adds that with the Flex D rate, the bill could drop by about 20% in winter.

Why did registration close so fast?

The offer targeted 20,000 households. Over 30,000 requests arrived in a month. Maximum visit capacity was reached, and the partners closed 2026-2027 registration to process the requests received.

What is being added in 2027?

The June 29, 2026 announcement plans doors, windows and smart thermostats from 2027, in the same no-cost process. The details are not published yet.

Who pays for all this?

Over $243M: $172.5M from a Canada–Québec agreement, $61.2M from Hydro-Québec and $9.7M from Québec for the extra Éconologis visits.

Does the heat pump also cool?

Yes. The wall heat pump heats the home in winter and cools it in summer. Hydro-Québec describes it as up to three times more efficient than electric baseboard heating.

Does the visit guarantee a heat pump?

No. Eligibility depends on the home, the installer’s assessment and technical criteria.

Can my rent go up because of the work?

No. The landlord cannot raise the rent because of work done under the program. Provincial rules protect tenants on this.

Who maintains the heat pump?

The installer warrants it for 10 years, parts and labour. The filter is cleaned twice a year, and periodic maintenance, such as cleaning the indoor and outdoor units every three to five years, is at the owner’s cost.

Can AirGreen install my no-cost heat pump?

No. Only companies authorized by Hydro-Québec install it, and AirGreen is not one of them. We can help another way: a heat pump with the regular LogisVert grant, or maintenance of a heat pump already installed.
