The LogisVert Multiresidential Bonus is intended for owners of certain rental residential buildings, not the tenants themselves. To qualify, the owner must possess a multiplex or an eligible residential building in which each tenant is responsible for their own electricity bill.
It is therefore not enough to simply own a duplex, triplex, or apartment building. The bonus targets a specific category of owners whose building also meets the criteria established by Hydro-Québec.
The bonus targets owners of rental multiresidential buildings
According to the LogisVert Participation Guide, eligible clients include owners of an eligible dwelling where each tenant is responsible for their electricity bill.
The types of buildings targeted are:
- multiplexes;
- residential buildings with 19 units or fewer;
- residential buildings with 20 units or more.
The measure can therefore apply to both small rental buildings and buildings with several dozen units, provided all the specific requirements of the bonus are met.
Tenants are not the applicants for this bonus
Even if heat pumps are installed in units occupied by tenants, the Multiresidential Bonus is granted to the eligible owner.
The tenant cannot submit an application for this bonus themselves. However, their role is important since each unit must have its own electric meter and each tenant must hold their own electricity service subscription.
In other words, the bonus was designed to encourage the installation of heat pumps in buildings where electricity costs are directly borne by the occupants, while entrusting the process to the building owner.
Not all multiresidential owners are automatically eligible
The targeted clientele is defined not only by ownership status but also by the characteristics of the building.
The dwelling must notably:
- be located in an energy poverty zone designated by Hydro-Québec;
- have been built in 1995 or earlier;
- have a property value per unit below the median of the administrative region;
- use electricity as the main heating system;
- have a separate electric meter for each unit.
These criteria serve to target owners of buildings where access to efficient heat pumps may be more difficult due to the building’s energy or economic context.
The owner must install the heat pump in at least one eligible unit
To qualify for the bonus, the eligible owner must install a ENERGY STAR® Certified Cold Climate Air-to-Air Wall-Mounted Heat Pump in at least one eligible unit of the building.
The bonus is therefore not intended for an owner who only wishes to install a device in a commercial space, technical room, or common area. It concerns installations made in eligible residential units.
An important distinction between owner, manager, and co-owner
A property manager can coordinate bids, work, and communications with the contractor, but they are not automatically the beneficiary of the bonus. The application must be linked to the owner of the eligible building, who must notably provide the required proof of ownership.
In the case of a building owned by multiple persons or a company, it is important to verify that the information on documents, invoices, and proof of ownership correctly corresponds to the applicant.
A divided co-ownership is not automatically considered an eligible rental multiresidential building for this bonus. The ownership structure, responsibility for electricity bills, and actual use of the units must be verified according to Hydro-Québec’s rules.
